Information transparency, quality assurance, social justice and internalization are the focus of the higher education policy research released by Brookings Institution, which are the top tank in U.S.. They highlight the following topics of higher education policy development in U.S.： information transparency on higher education achievements and value-added to serve the consumers＇ educational decision-making better; quality of college freshmen and alternative teacher assessment methods; financial aid, admission and persistence opportunities for students from the under-privileged to improve social mobility and justice; contribution of foreign students to urban manpower and economic development. Hence, suggestions are put forward to deepen the reform of China＇s higher education： strengthening the consumer-oriented higher education information collection and release systems; adjusting higher education equity policy based on universal quality standards; maximizing the efficiency of China＇s higher education internationalization endeavor.
