如何将“学科发展的需求”和“服务区域发展的需求”结合起来.是地方性高校发展面临的治理困境。宁波大学“学科大类”培养模式是结合这两类需求的改革尝试。用政策网络的“网络特征一t行动者特征”“行动者之间的关系特征”三类指标的12个网络参数定性分析“学科大类”培养模式在政策网络中的治理困境和出路;有效运转的政策网络是实现地方性高校治理的栽体:政策网络的开放性和成员的多样化有助于实现地方性高校的治理:政策网络管理者应是网络运转的观察者、引导者、纠偏者和防范者;政策网络管理者应从网络参数入手细化政策目标的实现机制。

How to combine the needs of discipline development in vertical department layers of administrative system and the needs of horizontal regional development effectively? It is the governance dilemma in the developing of local universities. With the case of "classify by discipline" training pattern in Ningbo University, the paper described the policy network and network's characteristics of "classify by discipline" training pattern with quantitative analysis; from the "network' s characteristics actor' s characteristics" "actor' s relation characteristics" of network, three classifications and twelve network parameters explained the dilemma and Salvation of "classify by discipline" training pattern with qualitative analysis; at last basing on case study, the paper pointed out four conclusions: efficient operate policy network is a good way to realize the governance of local universities; the openness of policy network and member's variety help to realize the governance of local universities; policy network manager should be the observer, guide, corrector and guarder in policy network; policy network manager should specifically deal the mechanism for achieving policy goals from network parameters.
