It is and institutions and argued that the Netherlands vocational education and training based on a good legal system highly employer driven. The government departments have clear responsibilities and concrete training colleges. The vocational qualification system stresses the equality and flexibility. The measures such as increasing attraction to employers, breaking the sector councils' monopoly and protecting the learners' rights and interests have certain reference to establish a system of sector-direct vocational education in our country.
