党的十八大以来,党中央和国务院对推进政府职能根本转变作出了具有全局性、根本性、整体性、综合性和递进性的改革部署,富有显示度的成效正在通过各级党委和政府的落实不断展现出来。在落实层面的认识理解、情绪心态、标准尺度、措施张力、政策空间,与部署层面的会议决定、领导讲话、纲领性文件、改革方案的要求无折扣对应,是保证政府职能根本转变含金量的关键所在。在落实改革部署的实践中,着眼于与政府职能转变有关的政府、市场、社会,诸如三者之间究竟是什么关系、政府究竟应当推行怎样的权力清单制度体系、地方政府应该保持哪种改革动力、如何避免行政审批制度改革陷入外延式数字游戏、如何保证改革不再游弋于碎片化的低效循环之中、如何使各类非政府市场和社会主体以及基层具备承接能力等,是横亘在改革落实与改革部署之间、制约着改革含金量的深层问题。本文试图对有关十个问题的提出、分析、解决进行初步学术探索。

Since the 18th CPC National Congress, the Central Committee of Communist Party and the State Council made overarching, fundamental, comprehensive and progressive reform arrangements in order to advance a fundamental transformation of government functions. And then remarkable progress has been made one after another through the implementation of the Communist Party Committee and Government at different levels. To ensure an effective fundamental transformation of government functions, it is essential that implementation meets the requirements of deployment in a corresponding way. Specifically, implementation includes things such as understanding, attitudes, standards, flexibility of measures and policy space, while deployment in- volves matters such as meeting decisions, leaders" speeches, guiding documents and reform plans. In the process of implementing the deployment of reform, its effectiveness is constrained by some underlying prob- lems. For example, what kind of relationship shall government, market and society have with each other? What power list mechanism shall the government adopt? What motivation shall local governments maintain for reform? How shall we avoid administrative approval reform falling into an extensive numbers game? How can we make sure that reform does not linger in a fragmented and lower efficient cycle? How shall we make diver- sified non - government market and society entities and grassroots organizations capable of taking over those transferred powers? This essay intends to make an initial research in raising, analyzing and solving ten prob- lems hindering between reform implementation and reform deployment.
