中国城镇化＂推进模式＂表现为地方政府在经营城市的理念下,通过单一的土地开发方式推进城镇发展,行政科层运作取代了市场和公民参与机制是其内在本质特征。城镇化＂推进模式＂与地方间竞争、土地财政依赖、制度安排模糊等因素高度相关。地方政府的强力推进保证了城镇化的高速发展和各类项目的大规模实施,却也带来了市场动力不足、土地城镇化、公共服务超载、城镇空间无序扩张以及利益冲突加剧等现实问题。为了化解城镇化＂推进模式＂带来的负面效应,应坚持走新型城镇化道路,采取硬化权力约束、转换动力机制、明晰制度规则、重构激励体系以及消除行政壁垒等政策措施,不断增强城镇可持续发展的能力。

The ＂development mode＂ of the urbanization in China acts in the way that under the thought of city manage- ment, local government promotes the development of the urban through a simple way of land development, with its internal characteristic that operation of administrative bureaucracy replaced market and citizen participation mechanisms. The ＂development mode＂ of urbanization is highly correlated with factors including local govern- ment competition, land financial dependence and vague institutional arrangements. Although the strong push of local government ensure the rapid development of urbanization and large - scale implementation of various pro- jects, it brings a set of practical issues as Bell, like the shortage of market forces, land urbanization, overloa- ded public services, urban sprawl and exacerbation of interest conflicts and so on. In order to resolve negative impact of urban development mode, the government should keep firmly on the new urbanization path, take a se- ries of measures that can strengthen market forces, harden power constraints, convert dynamic mechanism, clarify institution rules, remodel system of local government incentives, and eliminate administration bulwark so as to constantly enhance the capacity of urban sustainable development.
