教学是一所大学的核心职能,科研最初是一种教学手段,服务是在教学和科研基础上的延伸。当前,大学职能定位偏差主要原因有大学职能多元化发展趋势、教学与其他职能结合程度下降、学术内涵理解过于褊狭、教育评价机制不良导向以及大学教师教学待遇偏低等,应通过深刻理解大学教学的学术特性,提升教学工作的服务意识,增强科研和社会服务的教育功能,建立巩固教学中心地位的评价机制和提升教师教学待遇等措施促使教学中心地位的回归。

Teaching is the core function of university, scientific research is initially a teaching method, and social service is the extension of teaching and scientific research. The reasons of location tolerance of the university functions consist of the diverse tenden- cies of the development of university functions, the declination of the combination of them, the biased comprehension of academic con- notation, the detrimental evaluation mechanism of education, and the low teaching treatment of faculty. To relocate the central position of teaching, we should understand the academic characteristics of the teaching in depth, promote the awareness of the teaching service, strengthen the education function of the scientific research and the social service, set up the evaluation mechanism, and improving the teaching treatment.
