依宪治国作为依法治国的核心,是一种重要的治国方略;程序法治作为依法治国的重要内容,具有保障人权、实现正义以及防止公权滥用的价值,两者统一于依法治国,联系密切,不可分割,都是依法治国的重要体现,是现代民主政治的标志。加强各级人民代表大会建设、保障公民民主权利的实现、健全和落实宪法监督制度是完善依宪治国的具体措施,通过完善程序性立法、培养程序法治信仰则是实现程序法治的有效途径。

Rule of constitution, the core of rule of law, is an essential statecraft, and procedural rule of law, the key content of rule of law, is of great value in that it protects human rights, realizes justice and keeps public power from being abused. These two, united in the rule of law and integrated closely, embody the rule of law and symbolize modem democracy. Rule of constitution finds the specific measures in enhancing the Sys- tem of People＇ s Congress at all levels, ensuring the realization of citizens＇ civil rights, improving and imple- menting constitutional supervision system; and finds the effective path of achieving procedural rule of law in perfecting legislation procedures, and nurturing faith in procedural rule of law.
