在内蒙古文化产业发展初期,外生动力因素的短缺冲淡了内生动力因素的重要性和紧迫性。但随着这种短缺的缓解,文化产业内生动力因素不足的问题越来越突出,人才"短板效应"或"瓶颈效应"越来越明显。在此情况下,内蒙古开始加强文化产业人才队伍建设,并取得了一些成效。针对内蒙古文化产业引才能力不强、教育培训较弱、人才结构失衡、人才开发不力的问题,提出并阐释了三个方面的人才工作思路:完善文化产业人才政策;加强文化产业人才培养;提升文化企业人才质量。
在內矇古文化產業髮展初期,外生動力因素的短缺遲淡瞭內生動力因素的重要性和緊迫性。但隨著這種短缺的緩解,文化產業內生動力因素不足的問題越來越突齣,人纔"短闆效應"或"瓶頸效應"越來越明顯。在此情況下,內矇古開始加彊文化產業人纔隊伍建設,併取得瞭一些成效。針對內矇古文化產業引纔能力不彊、教育培訓較弱、人纔結構失衡、人纔開髮不力的問題,提齣併闡釋瞭三箇方麵的人纔工作思路:完善文化產業人纔政策;加彊文化產業人纔培養;提升文化企業人纔質量。

At the initial stage of cultural industry development in Inner Mongolia, the shortage of exogenous mo- tivation factors dilute the importance and urgency of the endogenous dynamic factors. While as the relieving of this shortage, the problem of insufficient endogenous power factor in culture industry is becoming more and more promi- nent. Talent "short board effect" or "bottlenecks" is becoming more and more obvious. Under this situation ,the cul- tural industry in Inner Mongolia begins to strengthen talent team construction, andmakes achievements. Directing at the problems of weak competence in introducing cultural talents, out - of - balance talent structure and weak compe- tence in talent development,this paper puts forward and explains the three aspects of talents work: improving cul- ture industry talents policies ; strengthening cultural industry personnel training; improving the quality of cultural en- terprises talent.
