汶川地震后,灾区农村居民点受到严重损毁,灾后重建工作刻不容缓,土地整治工作势在必行。以四川省什邡市为例,从整理自然条件、整理迫切程度、整理意愿等3个方面10个指标,构建了农村居民点整理时序研究指标体系,利用＂结构熵权法＂确定指标权重,综合指数评价法确定农村居民点整理分区。结果表明,整理成熟区分布在洛水镇、师古镇等乡镇,整理总面积为751.10 hm2;较成熟区分布在湔氐镇、马祖镇等乡镇,整理总面积为1 074.22 hm2;欠成熟区分布在冰川镇、蓥华镇等乡镇,整理总面积为665.54 hm2。农村居民点整理时序研究可以使整治项目避免错过最佳的整治时期,为灾后重建工作提出指导性的建议,同时也为土地整治规划编制提供科学依据。

After Wenchuan earthquake,since the villages have been severely damaged,the reconstruction work after disaster is urgently needed and land rearrangement work must be implemented.This paper takes Shifang City of Sichuan Province as an example,selecting 10 index and 3aspects including natural condition,the desire to land consolidation and aspiration of peasant,thereby building an assessment index system for temporal sequence of rural residential land consolidation.Using the structural entropy weight method to estimate the index weight and determine the residential land division by the comprehensive evaluation method.The research shows that the best regulated areas are mainly distributed in Luoshui town,Shigu town,etc,whose total area of land rearrangement is 751.10hm2;the better regulated areas are mainly distributed in Jiandi town,Mazu town etc,with the total area of Land rearrangement of 1 074.22hm2;the less regulated areas are mainly located in Bingchuan town,Yinghua town,ect,with the total area of Land rearrangement of 655.54hm2.The research of rural consolidation schedule can make land rearrangement project work out the best time for execution,and can make efficient suggestions for the reconstruction work;at the same time,it can also provide scientific basis for land rearrangement planning.
