代表制和派出制在理论上既有区隔又有联系.我国现阶段地区和街道两级地方人大派出工作机构——地方人大派出制凸显了代表制和派出制的联系乃至连接.两级地方人大派出工作机构的缘起嬗变、体制机制展现了其制度的属性特征和代表制对派出制的借助,也实现了对地方治理的有限形塑;着眼未来地方治理的发展,这一制度尚需进一步完善.

There are both distinction and contact between the representative system and the dis- patch system in theory. At the present stage in China, the two local People＇s Congress dispatched institutions of the district and the street highlight the links and connections between the represen- tation and dispatch system. The origin and change of the dispatch mechanism of the two levels of local People＇s Congress demonstrate the characteristics of the system, as well as the limited sha- ping of local governance. This system needs further improvement from the perspective of future development of local governance.
