无论在理论层面还是实践层面,牧区经济合作组织的组建和进一步的完善、提升遇到诸多的困难和不同的认识。本文试图梳理、分析牧区合作经济组织发展的必要性、类型特点及一些较为成功的案例。当前制约牧区合作经济组织发展的主要问题包括社员参与程度较低、市场应对能力较弱、过度依赖政府投资等。最后提出了探索牧区合作组织的多种所有制形式、提高和完善牧民社员参与度的制度保障、探索不同类型组织资源的整合与协作等建议。

Both in theoretical level and practical level, and pastoral areas of economic cooperation organization form and further improve, enhance encounter many difficulties and the different understanding. This paper tries to analysis the necessity, characteristics, types of pastoral economic cooperation organization development and some successful cases. To restrict the pastoral areas cooperative economic organization development the main problems in- cluding members＇participation degree is low, market response ability is weak, excessive dependence on government investment etc.. Finally proposed to explore and pastoral areas cooperative organization in a variety of forms of own- ership, enhance and improve herdsmen members participate in degree of system security, explore the different types of organizational resources integration and cooperation and so on.
