能源是社会经济系统运作中重要的物质基础,其支撑社会经济系统运作的能力是有限度的,区域能源系统负荷过高,会给区域造成巨大的环境压力。作为区域层面的能源承载体系,其结构主要包括三个方面,即能源载体、生态环境载体、承载客体,在此基础上,可构建能源承载力评价体系并对2007—2011年间京津冀三地能源承载力进行评价。研究发现：北京能源承载力逐年稳步提升,天津能源承载力虽然呈上升态势,但其能源系统一直处于高负荷状态,而处于工业化中期的河北的能源承载力急剧下降。

Energy is the important material foundation in the operation of social economic system, its ability to support the operation of the social and economic system is limited. Once the regional energy system load is too heav- y, it will bring great environmental pressure to the region. The study suggests that on the regional level, as the energy bearing system, it mainly includes three aspects, namely the energy carrier, the ecological environment carrier, and the carrying object. Based on this opinion,the paper constructs the energy bearing capacity evaluation system and e- valuates the energy bearing capacity from 2007 to 2011 in Beijing-Tianjin-Hebei region. The study firds that the en- ergy bearing capacity of Beijing steadily improved, Tianjin＇ s energy capacity increased, but its energy system was in a state of high load, and a sharp decline of Hebei＇ s energy bearing capacity happened in its industrialization.
