协商民主致力于建立多主体间平等沟通的平台和机制,使人们在浓厚的民主参与体验中实现个体偏好的转变和汇聚,而非简单甚至粗暴的＂被代表＂和＂被聚合＂,正是在这一过程中协商民主实现了对传统民主形式的超越。作为一种民主范式,中国式协商民主应基于系统性和统驭性的视角,通过顶层政治构建重塑协商民主的制度基础,中层政策创制提升协商民主的主体效能,并以基层治理民主开辟协商民主的实践进路,从而以多元化、多中心的社会治理模式有效应对现代异质性社会的复杂治理需求。

Deliberative democracy is committed to set up a platform and a mechanism for intersubjective equal communication instead of simplistically and crudely being represented. It is through this mechanism that deliberative democracy surpasses traditional democracy. As a paradigm of democracy, Chinese deliberative democracy should reshape an institutional basis by political construction at the top level, enhance subjective efficiency by policy making at the middle level, and blaze a practical path to deliberative democracy at the grass-roots level, to meet the demand for complicated governance of modern heterogeneous society.
