小学生课后托管是一个日益引起广泛关注的公共问题。通过对广州市小学生课后托管社会需求的调查,结果显示:儿童课后托管社会需求处于中等偏上水平,儿童放学后仍偏于一种个体性的而非团体性的活动方式;课后托管的责任归属模糊,父母对依托公立学校的公益性课后在校托管服务有强烈需求,而学校教育人员对此存在明显的心理抵触,更希望通过市场途径解决;不同利益群体对儿童课后托管服务定位的主导性偏好仍是学业辅导,而忽略其课外教育功能。在治理视角下,完善我国小学生课后托管,政府应将小学生课后托管定位为一项福利并将其纳入社会保障体系和公共服务领域;坚持以财政拨款支持的公立学校作为小学生课后托管体系的主要提供者;鼓励公益性组织参与;确立公益性课后托管服务的功能定位是一种基础性托管服务;逐步规范校外托管,完善托管服务的制度环境。

The after-school care of primary school students has been a public issue increasingly attracting broad attention. According to the survey on the social demand of after-school care of primary school students in the city of Guangzhou, it is found out that its social demand is above average, the after-school life of the children is still partial to some kind of individual rather than group life style; the responsibility attribution of after-school care is obscure, and the parents have a strong requirement on the service of public after-school care depending on public schools, while, the school education personnel have distinct mental contradict about after-school care in school, they would like the problem to be solved by means of the market approaches; different interest groups for children after school care service location preference is the dominant academic advising, while the extra-class function of education is still neglected. In the view of governance, improving after-school care of primary school students, the government should regard after-school care of primary school students as a kind of social welfare, and incorporate the business into social security system and public service realm; the public schools supported by fiscal allocation should be the main suppliers for after-school care system of primary school students; the public organizations should be encouraged to participate in the business; the functional orientation of public after-school care should be established as a kind of fundamental care service ; the after-school care outside schools should be normalized gradually, and the system environment of after-school care should be improved.
