At present, the training ability in county-level teacher training schools is not ideal. The mare reasons of training incompetence are identified as follows: the dissimilation of training value orientation, the backwardness of training curriculum standards, the severe shortage of trainees' learning motivation, and the deficiency of trainers' education theory. To improve the situation in county-level training schools, it is suggested that we should lead the value return in teacher training in primary and secondary schools, plan the professional development of county-level teacher training schools, and establish the advancing system of primary and secondary school teachers.
