德国政府与大学关系的演变，主要经历了“从大学自治走向国家化”、“国家管理与大学管理并举”和“合作与改革并存”三个阶段。其关系的总体特征是混合型，存在政府管理是宏观调适、政府制定和完善法律法规、对大学进行监督、政府的角色不是行政领导而是服务者、大学真正实行法人制、德国政府欢迎大学批判等规律。这为我国政府与大学关系的发展提供了宏观（大学与政府的关系处理）和微观（大学内部治理体系的完善问题）两个层面的启示。

This paper studies the historical evolution of the relationship between government and university in Germany. It contains three phrases as follows. The first phrase is university autonomy moving towards nationalization in the 19th century. The second phrase is national management and university management simultaneously from the 19th century to 20th century. The third is cooperation and reform from the mid 20th Century to the present. To analyze the history, we find that the overall characteristic of the relationship between government and university in Germany is mixed type. From the analysis of the relationship between government and university, we find out some regularity, looking forward to providing a reference for the development of the relationship between Chinese government and university.
