近年来以政府主导的城镇化发展模式,成本在提高,社会风险在增加。文章认为,为保障征地农民的土地发展权,推动以人为核心的城镇化发展,必须深化农村土地产权改革：一是建立城乡统一的建设用地市场,赋予和保障农民土地增值收益权;二是建立与城镇职工接轨的征地农民社会保障机制和多元社会保障体系;三是建立争议纠纷解决机制,完善征地农民法律救济制度,规范农地转用秩序。
近年來以政府主導的城鎮化髮展模式,成本在提高,社會風險在增加。文章認為,為保障徵地農民的土地髮展權,推動以人為覈心的城鎮化髮展,必鬚深化農村土地產權改革：一是建立城鄉統一的建設用地市場,賦予和保障農民土地增值收益權;二是建立與城鎮職工接軌的徵地農民社會保障機製和多元社會保障體繫;三是建立爭議糾紛解決機製,完善徵地農民法律救濟製度,規範農地轉用秩序。

With the rapid development of urbanization in China, both the costs of government-led urbanization and the social risk are increasing. In order to guarantee the land development rights of the landless peasants, and promote the urbanization development of human centralization, we must deepen the reform of the rural land property rights. Firstly, must establish a unified urban and rural construction land market, which gives peasants the right to share the land value-added benefits. Secondly, must establish the same urban workers and peasants＇ social security system and a multiple social security. Thirdly must establish a legal system, which can protect the legitimate rights and interests of landless peasants, can resolve land acquisition caused by the dispute, and can regulate land transfer order.
