构建基本卫生制度,有效发挥政府的主导作用是关键。但政府主导作用的发挥不等于＂政府包办＂,不应当强化公立医疗机构的制度性垄断,不等于要回归计划经济体制,更不应当排斥市场机制的基础性作用。
構建基本衛生製度,有效髮揮政府的主導作用是關鍵。但政府主導作用的髮揮不等于＂政府包辦＂,不應噹彊化公立醫療機構的製度性壟斷,不等于要迴歸計劃經濟體製,更不應噹排斥市場機製的基礎性作用。
구건기본위생제도,유효발휘정부적주도작용시관건。단정부주도작용적발휘불등우＂정부포판＂,불응당강화공립의료궤구적제도성롱단,불등우요회귀계화경제체제,경불응당배척시장궤제적기출성작용。
Build a basic health system to effectively play the leading role of the government is the key. But the government to play a leading role not equal to ＂the government arranged＂ should not be public medical institutions to strengthen the institutional monopoly,does not mean to return to the planned economy,but should not be excluded from the basic role of the Magket mechanism.
