The Third Plenum of the 18th CPC Central Committee proposed to vigorously develop mixed ownership economy, the reform of which is priority in deepening the reform of state owned enterprises. So we should correctly understand the scientific connotation of mixed ownership economy, correctly grasp the relationship among mixed ownership economy, the basic economic institution and the market economic system, and clarify its importance for state-owned enterprise reform. Based upon it, we could put forward specific ideas of mixed ownership reform of state-owned enterprises.
