美国网络空间治理经验丰富,其立法经历过治理立法体系的初建、逐步完善及恐怖主义阴影下的权力扩张等三个阶段。自由主义历史传统渗透各个历史时期,形成了美国网络空间治理以行业自律为主,立法和相关公共政策的制定都围绕自由主义这个路径展开。

The USA has rich experiences in cyberspace governance, whose legislation go through three stages： preliminary construction of the legislative system, gradual improvement, and power expansion under the shadow of terrorism. With the historical tradition of liberalism permeated in each of its historical periods, the USA mainly resorts to industrial self-discipline for its cyberspace governance, and makes both relevant legislation and public policies following the path of liberalism.
