作为社会稳定的＂最后一张安全网＂,城市居民最低生活保障制度在保障城市贫困群体基本生活、刺激消费以及维护社会稳定中发挥了重要作用。但是由于制度建设中政府责任的缺失以及其他方面的原因,现行低保制度存在诸多问题,突出表现为低保标准过低。首先比较了湖北省与其他省份的城市低保标准,其次借助ELES模型测算和分析湖北省低保标准理论值并与现行低保标准进行比较,得出现行低保标准整体水平较低,且明显低于模型测算值的结论。最后,从政府责任角度提出了完善低保制度的政策建议,即转变救助理念、制定科学合理的低保标准、加大财政投入、加强对城市低保制度的管理等。

As ＂the last safety net＂ in social stability,urban minimum living security system plays an important role in guaranteeing basic living of urban disadvantaged groups, stimulating consumption and maintaining social stability.But the system has a lot of problems because of the lack of government responsibility in the system construction and other reasons.One important problem is the low standard of urban minimum living security system. First,the paper compares the city＇s minimum standard of Hubei Province with other provinces ~ Second , the paper estimates and analyzes the theoretical value of the minimum standard of Hubei and compares with the current level of subsistence with the help of ELES model.It finds that the current minimum standard is lower overall and is lower than model cal- culation values.Based on this, this article mainly puts forward policy suggestions to perfect the system of subsistence allowances from the perspective of government responsibility. That is to change relief concepts, establish scientific and reasonable low standards and increase financial investment, strengthen the management.etc.
