论文反思旧常态经济制度设计出现系统偏差的理论症结，继而就公共目标校准、公共品运营定价、公私企业格局平衡、事业创新驱动模式改进和实体经济提振等五大体制层面上的“去广义虚拟过度”乃至“不再容忍腐败”等问题，探讨“新常态经济”制度设计中亟待关注的改进空间和战略取向。
論文反思舊常態經濟製度設計齣現繫統偏差的理論癥結，繼而就公共目標校準、公共品運營定價、公私企業格跼平衡、事業創新驅動模式改進和實體經濟提振等五大體製層麵上的“去廣義虛擬過度”迺至“不再容忍腐敗”等問題，探討“新常態經濟”製度設計中亟待關註的改進空間和戰略取嚮。
논문반사구상태경제제도설계출현계통편차적이론증결，계이취공공목표교준、공공품운영정개、공사기업격국평형、사업창신구동모식개진화실체경제제진등오대체제층면상적“거엄의허의과도”내지“불재용인부패”등문제，탐토“신상태경제”제도설계중극대관주적개진공간화전략취향。
Reflecting the theoretical root cause of the systematical deviation embodied in the designing of the old normal economic system, this paper discusses the getting rid of the excessive generalized virtual economy and no longer to tolerate the corruption appeared against the backgrounds in turn of the five system levels that is rectifying the public target, operating and pricing public goods, balancing the state owner enterprises and the private enterprises, improving the career innovation drive mode, revitalization of the real Economy. Then it reveals the room for improvement and the strategic orientation for the designing of the new normal economic mechanism.
