由于中国农业产业结构的不断调整和完善，大量农村劳动力富余并向城市流动，继而农民工成为社会转型期间分化出来的特殊群体。随着时间的推移，其结构也出现了代际变化，新生代农民工成为目前的主体。新生代农民工渐趋“家庭化”，大量学龄阶段的农民工子女需要接受义务教育，然而由于各方面的原因，随迁子女教育公平问题也随之产生，并日益成为国家和社会关注的焦点。教育公平需以制度公平为基础，制度公平为教育公平的首要价值，解决新生代农民随迁子女义务教育问题必须将制度公平贯穿于教育制度始终。

As China continues to adjust and improve its agricultural structure, a large number ofsurplus rural laborers flock to cities and become a special group in the social transformation. Overtime, its structure features generational changes, with the new generation becoming the mainstream ofmigrant workers. As the new generation of migrant workers begin to form families, a large number ofschool age migrant children need to receive compulsory education, but due to various reasons, thesechildren fail to have the compulsory education, and educational equality becomes a national and socialfocus. Educational fair play should be based on a fair system, which should set educational fairness asits primary value. To solve the problems in the new generation of migrant children＇s education, fair-ness must be built into the educational system.
