十八届三中全会将推进国家治理能力和治理体系现代化作为全面深化改革的总目标。当前，随着网络化与信息化程度的提高，每时每刻都会产生大量的数据，而各种信息频繁交互使得作为社会治理的主体（政府）面临了巨大的挑战。社会治理需要有效的保障体系，同时也需要创新思路与创新方法。中国共产党作为执政党，也是最先进的党，代表着广大人民群众最根本的利益。如何适应大数据时代发展，维护社会稳定，化解社会矛盾，实现中华民族的伟大复兴，这是时代提出的挑战，也是对中国共产党执政能力和水平的考验。

The third plenary session of the 18th CPC central committee takes modernization in the sate governance system and governance capability as a general goal of deepening reform. At present, with the improvement of network and information degree, large amounts of data is producing, and the frequent in- teraction in varieties of information makes the government facing a huge challenge. Social governance needs effective security system, and it also needs innovative ideas and creative method. The Communist Party of China as the ruling party, which is the most advanced of the parties, represents the fundamental interests of the masses of the people. How to adapt to the development of big data, maintaining social sta- bility, and to resolve social conflicts, to achieve the great rejuvenation of the China, it is a challenge for Communist Party of China which is proposed by era.
