研究运用层次分析、专家访谈、问卷调查等研究方法对我国三大滑雪旅游产业聚集区黑龙江、吉林、河北三省的投资软环境进行比较研究,旨在为我国滑雪旅游投资软环境建立科学的评价体系,为滑雪旅游的理性投资与开发提供理论参考和依据。研究发现：目前三省的滑雪旅游投资软环境以河北最佳,黑龙江相对较差,而市场恶性竞争严重、执法不严、缺少优惠政策扶持、政府工作效率低是我国滑雪旅游投资软环境普遍存在的问题,政府应通过积极有效的干预和引导加以解决。

The Chinese skiing toursim industry exists mainly in three provinces： Heilongjiang, Jilin and Hebei. This essay compared the soft investment situation of each province based on expert interview and the analytic hierarchy process and various surveys. The purpose was to show the assessment system of soft environments for skiing tourism investment and provide theoretical reference for rational investment and development of ski tourism. According to the research, Hebei province was the best place to invest while Heilongjiang province was not as good. Intense competition, weak law enforce- ment, lack of supportive policies, inefficient work at the local government level were common problems facing the ski in- dustry. Government agencies at various levels needed to work together to solve these problems through guidance and ef- fective measures.
