中国有着与西方治理理论完全不同的历史逻辑和现实语境,其治理主体也存在本质上的区别。从历史纵向上看,中国基层治理主体经历了从乡绅治理到政党的转变。改革开放以来,基层治理主体发生了新的变化,财团对基层公共事务的影响日益增强。通过典型案例分析发现,在市场环境中成长起来的财团对基层组织的干预愿望日益强烈,并在很大程度上成为基层治理的影子主体,反映出当前基层治理的新生态。基层治理亟需独立而成熟的社会组织。

The governance theory has a comptete dttterence m nl~tm, western states, so as to the governance body in grassroots. From the historical prospective, Chinese grassroots govern- ance body has undergone the transition from squire to party. Since the reform and opening up, governance body in grassroots has presented new changes. That is to say, the impact of the consortia is increasing. This paper selects two typical cases to illustrate the consortia which grew up in the market environment intervening grassroots public af- fairs. From this, we find that the consortium has largely become a substantial governance body behind the grassroots government which may become the new ecology of grassroots governance. Obviously, grassroots governance needs in- dependent and mature society organizations.
