舒尔茨认为改造传统农业需要在农户家庭经营的基础上给予农户“现代生产要素”,其中特别强调了人力资本的作用。通过对湖北省Y县358个农户的调研样本数据分析,运用logistic模型研究发现:年龄、受教育程度、社会地位对农户技术服务需求的影响显著,其中年龄与农户技术服务需求的关系呈倒U型,受教育程度对技术服务需求具有负效应,而社会地位与技术服务需求之间呈正相关关系。由此可见,农业技术推广需要加强新型农业经营主体培育,创造教育之外新的培育人力资本的途径,并充分考虑处于农村不同社会地位中的农户技术需求差异以降低农业技术推广的难度。

Thodore W.Schultz pointed out that the transformation of traditional agriculture requires to give the "modem production elements" to farmers on the basis of family-ran, with a particular emphasis on the role of human capital. Through the analysis of survey data from 358 farmers in Y County of Hubei Province , we have used logistic model and found out that : age, education, social status may significantly affect on farmers' technical service needs, while the relationship between age and technical service needs of farmers shows inverted U type, level of education has a negative effect on the demand for agricultural technology services, and there is a positive correlation between social status and agricultural technology services needs. Policy implications of this paper is that agricultural technology popularization needs cultivation of new agricultural management body, we have to create new ways to foster the human capital beyond education, and give fully consider to the farmers' different demand for technology in different social status in rural areas in order to reduce the difficulty of agricultural technology popularization.
