以1996—2013年中国17个高新技术产业的面板数据为基础,运用DEA—Tobit方法对高新技术产业商业化绩效、投入冗余与产出松弛状况、规模效应进行了测度,并分析了改革深度、开放程度等关键因素对商业化绩效的影响。发现:高新技术产业商业化的技术效率平均值较低,不同行业技术无效率的根源不同;航天器制造等九个行业不存在投入冗余与产出松弛,化学药品制造业等八个行业存在投入冗余与产出松弛;家用视听设备制造等四个行业规模效应不变,通信设备制造业规模效应递减,其他行业规模效应递增;改革深度、开放程度等对技术效率、技术进步、全要素生产率有不同程度和方向的影响。
以1996—2013年中國17箇高新技術產業的麵闆數據為基礎,運用DEA—Tobit方法對高新技術產業商業化績效、投入冗餘與產齣鬆弛狀況、規模效應進行瞭測度,併分析瞭改革深度、開放程度等關鍵因素對商業化績效的影響。髮現:高新技術產業商業化的技術效率平均值較低,不同行業技術無效率的根源不同;航天器製造等九箇行業不存在投入冗餘與產齣鬆弛,化學藥品製造業等八箇行業存在投入冗餘與產齣鬆弛;傢用視聽設備製造等四箇行業規模效應不變,通信設備製造業規模效應遞減,其他行業規模效應遞增;改革深度、開放程度等對技術效率、技術進步、全要素生產率有不同程度和方嚮的影響。

Based on panel data of 17 high and new technology industries during 1996--2013 in China, this paper measures its com- mercial performance, input redundancy and output relaxation, scale effect by using DEA--Tobit method. Further it analyzes its key in- fluencing factors such as reform depth, open degree. There are some results. Average value of high-tech industrial commercialize per- formance is low, the root of technical inefficiency of different industries are different. In 9 industries including Manufacture of Space- crafts, there are no input redundancy and output relaxation. While eight industries including Manufacture of Chemical Medicine exist in- put redundancy and output relaxation. Scale effect of four industries including Manufacture of Domestic TV Set and Radio Receiver re- mains the same; Manufacture of Communication Equipment industry exists diminishing scale effect; other industries exist increasing scale effect. Some factors, such as the property right structure, open degree, have influence on technical efficiency and technological progress rate, total factor productivity and direction in different levels.
