抗战初期，中国共产党地方组织在陕甘宁边区外围的国民党统治区，尤其是陕西关中一带的乡村地区，在正确分析当地复杂政治生态的基础上，确立了针对乡村上层开展社会动员的策略。围绕乡村权力的动员主要分为政治权力动员和军事权力动员等两个部分；在乡村权力之外，针对乡村知识分子、乡绅、回乡退役军人以及封建团体领袖等社会群体，也开展了形式多样的动员工作。通过团结争取乡村上层，将乡村各阶层群众动员起来，有助于增强中华民族的抗战力量，也极大地拓宽了中共的社会基础。

Uni- ting to win over the rural upper level, and mobilizing the masses of the rural strata, helped to strengthen Chinese resistance power against Japan, and also greatly broadened the social foundation of the CPC.
