政策执行是政策过程中的“阿基里斯之踵”,是将政策目标转化为政策现实的核心环节.通过文本的梳理和阐释,本研究指出,我国学校体育领域存在严峻的政策执行问题,但政策执行研究尚未得到学界的足够关注,系统的、结构化的研究成果极其匮乏,不足以为学校体育政策执行实践提供持久而充分的理论指导.分析指出,我国学校体育政策执行问题的既有成果在研究范式上存在还原论、简单性思维的路径依赖;在研究内容上,理论基础比较薄弱,缺乏对政策执行问题的深度建构与解释;在研究方法上,存在着方法论基础薄弱的问题.认为,学界应展开对学校体育政策执行问题的进一步理论探索和认识架构,以适应我国学校体育政策执行实践的需要,并指出我国学校体育政策执行研究科学化的发展进路.加强基本理论研究,揭示学校体育政策执行的完整内涵和内在机制;直面政策执行问题的复杂性,实现学校体育政策执行研究的范式转换;优化研究方法,奠定学校体育政策执行研究的方法论基石;开阔研究视野,加强学校体育政策执行问题的跨学科、多视角的“广角”剖析等.以期能够促进知识积累,唤起范式转换,实现学术变革,推进理论创新,从而将我国学校体育政策执行研究推向精细和深入.

Policy implementation is the "Achilles' tendon" in the policy process, and it is the core section which transmutes the policy goals into policy reality. Through document review and analysis, this paper found that there are many serious implementation problems in the area of physical education in China, howev- er, the study of policy implementation hadn't received its fair share of attention in the academic field. Comprehensive and systematic studies were extremely sparse, as was not sufficient to provide persistent and sufficient theoretical guidance for the practice of policy implementation of physical education. Further analysis revealed some problems in current researches. On the research paradigm, there existed remarkable path-dependence of reductionism and simplicity thinking mode among previous studies. On the research content, the theoretical foundation was still relatively weak, and in-depth analysis and interpretation still quite lack. On the methodology, the basis of methodology still remained very weak. Against these problems, the paper suggested that the academia should undertake further theory exploration and knowledge construction to accommodate the needs of the practice of policy implementation of physical education. Final- ly, this paper proposed some future research directions in this area: we should strengthen the research of basic theory, and reveal the complete connotation and underlying mechanisms of policy implementation of physical education. We should face the complexity of policy implementation and realize the transformation of research paradigm. We also should optimize research methods and lay the footstone of methodology for policy implementation of physical education. Besides, we should broaden the academic views, and strengthen interdisciplinary and multi-perspective theoretical analysis. The ultimate purpose of this article is to pro- duce accumulation of knowledge, bring about academic changes, engage in paradigm shift and bring forth theoretical innovation so as to contribute to detailed and further research of the policy implementation of physical education and satisfy the needs of PE policy practice.
