从相互协调的角度对用水布局与产业布局进行分析，依据两个指标“用水布局偏优度”和“产业布局偏优度”，评价区域用水布局与产业布局相互协调度，评价模型具有较强的物理解释意义。用产业布局与用水布局协调度指标在宏观上对区域产业布局与用水布局进行评价，结合定量描述产业比重与用水比重的关系，提出促进区域产业布局与用水布局协调发展的对策，以山东省分产业的发展及其用水情况为例进行验证。结果表明，山东省2003~2011年用水布局与产业布局间协调度程度基本呈现上升的趋势，但山东省用水布局与产业布局仍处不协调等级，为此提出了促进山东省产业布局与用水布局协调发展的策略。

From the angle of mutual coordination,the water structure and industrial structure were analyzed and the two indexes of “water distribution partial optimal degree”and “Industry layout partial optimal degree”were given,the evaluation of region-al water structure and industrial structure of mutual coordination were evaluated and the evaluation model has a strong meaning of physical interpretation.The industrial structure and regional structure of water were evaluated at the macro level by using the coordination degree index.Combining the quantitative description of the relationship of industry proportion and the propor-tion of water,the paper put forward the countermeasures of promoting regional industrial structure and the structure of water consumption.It takes the industrial development and the water consumption in Shandong Province as an example.The results showed that,from 2003 to 201 1,the industrial structure and the water structure has ascending trend and the structure of water consumption and industry is relatively uncoordinated and the countermeasures have been put forward to promote the coordinated development strategy of the industrial structure and the water structure in Shandong province.
