受路径依赖的影响,部分新建地方本科院校由于未能处理好办学传承与转型变革诉求之间的关系,导致其发展处于老牌本科院校与高职院校的夹缝中,面临进退两难等系列困境。依循旨在提升内部效能的组织发展理论,新建地方本科院校应完成内外两个“适应”,在提升效能和共同发展的规约下,以大学章程为纲领,完善学校转型发展的顶层设计,实现现代大学治理的理念重构;建立基于内涵发展的行政管理运行体制,提高大学自我治理能力;构建基于学生专业成长需要的人才培养体系及教学运行设计,提高人才培养质量;建立基于教师教学能力提升的师资队伍“四维一体”成长模式和教职人员晋升、流动与退出机制,促进教师专业成长;实施以质量保证和绩效问责为关键词的内部治理结构调整等,提升治理效能。

Because of the influence that rely on the path, part of the local undergraduate colleges for failing to deal with the relationship between the inheritance and the demands of transformation and change, lead to a series of difficulties that the development of the local undergraduate colleges in a dilemma between the old undergraduate col- leges and vocational colleges. According to the theory of organizational development, local undergraduate colleges are under the statute that raising efficiency and common development, for the articles of association of the university as a platform, to perfect the design at the top that the transformation and development of the local undergraduate colleges, establish a operation system of administrative management that based on the development of connotation, improve the executive force.Build the talent cultivation system and the design of the teaching run that based on students' needs of professional development, improve the quality of cultivation of talents. Establish the growing mode of four dimensional integration that based on promoting teaching ability and the mechanism of promotion ,flow and exit, promote the teachers' professional development. Implement the structural adjustment of internal governance for keywords that a quality assurance and the performance accountability, etc. Effectively raise the quality of management and the effi- ciency of internal governance
