从制约地方政府大部制理论研究与改革实践的问题入手,以顺德为例,从制度变迁的视角揭示大部制改革的内在逻辑。继而分析了顺德通过优化制度环境、顺应自然演进取得的良好的改革成效,并阐释其对地方政府大部制改革的借鉴意义。同时,顺德大部制改革的不足反映了地方性、政策性改革的固有局限。因此,中国地方政府大部制改革的进一步深化与推广有赖于顶层设计与法治建设的保障。

Starting with the problems that hinder the theoretical research and practice of local government＇s super-ministry reform, this paper takes Shun- de as an example to unveil the inner logic of super-ministry reform from the per- spective of institutional changes. It then analyzes the favorable results achieved in Shunde through optimizing the institutional environment and adapting to the nat- ural evolution, and explains its reference value for local governments in their im- plement of super-ministry reform. Meanwhile the defects of super-ministry re- form in Shunde reflect the inherent limitations of local and policy-based reforms. Therefore, the deepening and expanding of super-ministry reform in Chinese lo- cal governments lie in the top design and the construction of rule of law.
