落实党的十八届三中、四中全会精神,无法回避中央和地方之间关系这个问题。更重要的是,中央和地方之间的关系本身需要进行改革。央地关系改革需要确定一个清晰的方向,这个方向应该是建立水平性分工关系和当地化委托代理机制。在这个方向下,中央和地方可以实现清晰的事责划分并形成良好的问责体系,从而构建一种合理、可持续的新型央地关系。
落實黨的十八屆三中、四中全會精神,無法迴避中央和地方之間關繫這箇問題。更重要的是,中央和地方之間的關繫本身需要進行改革。央地關繫改革需要確定一箇清晰的方嚮,這箇方嚮應該是建立水平性分工關繫和噹地化委託代理機製。在這箇方嚮下,中央和地方可以實現清晰的事責劃分併形成良好的問責體繫,從而構建一種閤理、可持續的新型央地關繫。

The issue of central-local government relationship could not be evaded while implementing the doctrine of the 3rd and 4th plenary session of the 18th Central Committee of the CCP. It is very important to re-adjust the central-local government relationship in China. It is necessary to set a clear direction for the re-adjustment of China＇s central-local government relationship, that should be horizontal division of labor and local principal-agent mechanism. In this direction, the central and local government will be able to clarify their own responsibilities and accountabilities, so that a reasonable and sustainable central-local government relationship can be established in the future.
