“打车难”与数量规制、出租车供给不足有关。出租车司机“集体停运”则与收益分配不公关联密切。重新审视出租车行业规制理论和发达国家出租车行业规制改革经验,可以得出,深化我国出租车行业规制改革,应切断政府与出租车公司之间的利益链条,取消或大幅降低出租车公司收取的“承包费”和“份钱”,放开出租车行业准入,完善出租车行业的安全与质量规制,建立出租车运价与燃料价格联动机制,完善出租车运价调整听证办法。

The "long time waiting" for taxicabs is related to the quantity regulation of taxi industry and the undersupply of taxis. The taxi drivers' "strike" in major cities of China is associated with the unfair distribution of benefit. Based on re-examining the theoretical support for the regulation of taxi industry and good practice of the taxi regulation reform in developed countries, we can concluded that, for the further reform of taxi industry, we should break the chains of benefit between local governments and taxi companies, cancel or substantially reduce contract fees and "fenqian" levied by taxi companies, open the entry of the taxi market, reinforce the safety and quality regulation of the industry, establish the mechanism of co-movement of the price of taxicab service and fuel and improve the hearing system of service price.
