随着我国政府采购制度的不断完善,纳入到《政府采购法》管理范围内的政府采购规模越来越大,自2005年以来政府相继出台了一系列政策措施用以要求政府采购发挥节能环保的＂政策功能＂。通过对2005—2011年全国30个省份的面板数据进行实证分析,研究结果表明：在《政府采购法》约束下的窄口径政府采购支出一定程度上发挥了节能环保效应,而宽口径下的政府采购支出未能较好地发挥节能环保效应,这说明政策效果受到管理机制的影响,需要进一步完善相关制度。

along with continuous improvement of government procurement in china,government procurement ＇ scale under the management scope of government procurement law becomes larger and larger. Since 2005,government has promulgated a series of policies and measures to require government procurement playing the important role on energy saving and environmental protection,or so,whether these policies and measures have produced actual effects or not？ Author adopts empirical analysis way with national 30 provinces＇ panel data from 2005 to 2011,the result shows that the narrow scope of government procurement under the constraint of government procurement law has produced certain effects of energy saving and environmental protection,while the wide scope of government procurement has not produced the effects of energy saving and environmental protection,which shows that the functional effects of policy affected by factors such as management mechanism,so,it is necessary to further perfect the system of government procurement.
