中国少数民族地区地质遗迹保护面临着严峻的形势,现行立法不能满足其保护需要。修法和制定《中华人民共和国自然遗产保护法》均不能达到全面、系统、整体保护地质遗迹的目的,因此必须结合少数民族地区地质遗迹的特点制定专门的《中华人民共和国地质遗迹保护法》。《中华人民共和国地质遗迹保护法》根据所调整的社会关系和解决的问题应定位于一般法律,其是地质遗迹保护领域的基础法,也是中国环境资源法律体系的重要组成部分。
中國少數民族地區地質遺跡保護麵臨著嚴峻的形勢,現行立法不能滿足其保護需要。脩法和製定《中華人民共和國自然遺產保護法》均不能達到全麵、繫統、整體保護地質遺跡的目的,因此必鬚結閤少數民族地區地質遺跡的特點製定專門的《中華人民共和國地質遺跡保護法》。《中華人民共和國地質遺跡保護法》根據所調整的社會關繫和解決的問題應定位于一般法律,其是地質遺跡保護領域的基礎法,也是中國環境資源法律體繫的重要組成部分。
중국소수민족지구지질유적보호면림착엄준적형세,현행입법불능만족기보호수요。수법화제정《중화인민공화국자연유산보호법》균불능체도전면、계통、정체보호지질유적적목적,인차필수결합소수민족지구지질유적적특점제정전문적《중화인민공화국지질유적보호법》。《중화인민공화국지질유적보호법》근거소조정적사회관계화해결적문제응정위우일반법률,기시지질유적보호영역적기출법,야시중국배경자원법률체계적중요조성부분。
The geological relics protection of China＇s ethnic minority areas is facing the grim situation. The current legislation cannot meet the demand of its protection. Modifing relevant laws and formulating＂the natural heritage protection law of the People＇s Republic of China＂cannot achieve the purposes of comprehensive,systematic,and integral protection of geological relics.Therefore, ＂ the geological relics protection law of the People＇s Republic of China＂ combined with the characteristics of the minority areas＇ geological relics must be formulated. According to the adjusting social relations and the solving problems,it should be aimed at general law,which is the basic law of its areas,and also the important part of the China＇s environmental resources law system.
