环境与资源是人类赖以生存和发展的基础,随着社会快速发展,环境与资源已受到严重破坏,尤其在少数民族贫困地区,由于特殊的民族文化、风俗习惯、历史地理、人文观念落后等原因,加之民族地区经济发展非常落后,民族贫困地区环境与资源法制实践更加困难,面临更多的问题。采用科学合理的法制机制保护民族贫困地区环境与资源,促进人类同环境资源和谐发展刻不容缓。另外,民族贫困地区面积广阔,环境与资源十分丰富,又是我国重要的原材料和能源基地,探索研究更加先进的法制机制管理民族贫困地区环境与资源迫在眉睫。

The environment and resources are the basis for human survival and development. With the rapid development of society,the environment and resources have been seriously damaged,especially in the poor minority areas.Because of the special national culture,customs,history and geography,out dated humanistic idea and other reasons,the environment and resources of legal practice are more difficult in the poor minority region,and facing more problems. It is very important to protect the environment and resources in the areas reasonably and immediately. In addition,the area of minority poverty area is broad,the environment and the resources are very rich,it is our country＇s important energy and raw materials base,so,research on legal mechanism of environmental and resource management in minority poverty areas extremely urgent.
