传统话语中,妇女＂被＂形成了＂头发长、见识短＂的刻板印象,在村庄的具体生活场景中,这一判断被具体化为妇女只关心自己家中的一亩三分地,社区参与中只有男性在唱独角戏。现实中,由于农村男性劳动力被市场经济抽离,女性群体在社区中的身影开始活跃起来。调查发现,性别差异对于扶贫政策的有效性感知具有明显影响。男性群体更倾向个体特征的提升,而女性群体则更强调社区层面的发展。这种状况产生的原因在于女性较少的外出机遇和传统的女性角色期待、传统观点对于女性缺席社区参与的误读、女性对于政策的需求更为强烈。因此,扶贫政策制定需要关注社会性别差异,促进贫困妇女性别意识的觉醒,引入社会性别敏感的理念和建立贫困妇女社会组织。

In our traditional discourse, women are described in such a stereotype as ＂long hair but poor wit＂ . In villages, this stereo- type finds expression in the following： the women only care about their own family affairs but the men play a solo role in community ac- tivities. In reality, the women are active in community activities since the rural male labor force is drawn out by the market economy. This survey has found that gender differences have obvious effects on the perception of effectiveness on poverty - alleviation policies be- cause men tend to improve individual qualities while the women focus more on their development at the community level. The causes include fewer opportunities for women to go out, their expectation of the conventional female role, the misleading traditional conception of women＇s absence in community participation, and their stronger policy demands. Thus, poverty - alleviation policies should consider gender differences to wake up feminine gender consciousness, introduce gender - sensitive theories and establish organizations for poverty - stricken women.
