三中全会明确了全面建成小康社会的具体战略,＂全面＂体现出区域发展的均衡性,而西部民族地区农村经济发展问题则引起社会公众的广泛关注。从西部民族地区农村自身发展角度出发,为分析发展效率及其发展路径选择提供有益借鉴。分析结果表明：西部民族地区农村经济发展效率与公平程度整体较高,但大多地区未达到生产有效前沿,重庆和宁夏存在产业内部结构问题,甘肃需要扩大农业生产规模。整个地区并不存在公平效率关系的两难窘境,适度的公平水平成为高效率的充分条件,但高效率并不能改变公平程度。

The Third Plenary Session of the 18th CPC Central Committee proposed clearly an overall strategy of building a mgderately prosperous society which stressed the importance of balanced development. The rural economic development in the minority areas of west China has aroused wide public concern. With this, this paper analyzes the approaches and efficiency of this development. It con- cludes that efficiency and equity in the rural economic development there are fairly good, but most such areas have not reached the best production efficiency. Chongqing and Ningxia have some problems concerning their interior industrial structure, and Gansu needs to ex- pand the scale of its agricultural production. There is no dilemma concerning the efficiency/equality relations. Proper equity is a suffi- cient condition to improve efficiency, but efficiency does not fundamentally change the inequities.
