分类改革使事业单位在现代治理体系下完成了身份的重构,而其身份重构中的多维特性,使事业单位在社会功能嵌入过程中呈现不同的治理路径。基于功能而划分的行政职能类、生产经营类和公益服务类事业单位因其公益性与资源依赖不同,在政府购买中分别表现出刚性购买、专项博弈和弹性竞争的特征。本文认为：身份重构中的事业单位,不仅依赖于分类改革指导下的制度构建,更需要治理能力提升的合法性依托,而政府购买成为事业单位身份重构过程中治理能力提升的有效途径与载体。

The classification reform promotes institutional unit to accomplish identity reconstruction in the modern govern- ance system. The multidimensional nature of identity reconstruction makes institutional unit present different governance paths during the embeddin$ process of its social function. Considering the functional classification, institutional unit can been separated into administrative function unit, producing and operational unit and public service unit, which is characterized by rigid purchase, special game and elastic competition separately in gov- ernment purchase. This paper argues that the identity reconstruction of institutional unit not only relies on sys- tem construction directed by classification reform but also needs governance ability supported by legitimacy. And government purchase becomes the effective way and platform between identity reconstruction and govern- ance performance of institutional unit.
