新闻出版总署和广电总局的合并是文化领域行政管理的一次大动作,署局合并意味着文化产业管理口径进一步统一、管理力度进一步加强,对于突破长久以来广电体制的行业壁垒和地域界限具有重要意义。本文从历史的角度分析审视这次"署局合并"的使命、成效和局限,探讨未来我国媒体监管如何创新。本文共分为三个部分:一是提炼我国历次广电改革所遵循的逻辑框架,这是我国广电媒体产业的基本国情;二是梳理媒体监管改革历史中的两条主线——规制改革与管理机构变革,这是我国监管体制改革的具体形态,改革只有处理好这二者之间的关系,才能真正实现媒体监管的制度破局;三是聚焦本次"署局合并",从历史的角度评价此次改革的意义和成效,指出改革的局限和不足。

In 2013, the State Council announced the merger of two Chinese regulators: the General Administration of Press and Publication (GAPP) and the State Administration of Radio, Film and Television (SARFT) and created a combined new ministry. This merger is expected to reduce duplication of functions, streamline the regulatory process of Chinese media and break the barriers among local governments as well as different media sectors. The principal goal of this paper is to examine the goal, influence and limit of this "merger" issue, while introducing experiences of media regulation in several developed countries. It mainly concentrates on three tasks: firstly, analyzing key drivers of media regulation reform in China; secondly, historically reviewing the process of previ- ous reforms of media regulation system based on economic policies and institutional changes; thirdly, discussing the benefits and possible problems in this merger.
