泛珠三角区域合作已逾十年,实践中,区域政府被视为是区域一体化的决策者,影响着区域一体化的进程。政府对区域一体化的影响主要是通过签署各种区域合作协议来实现,因此,要研究泛珠三角区域合作,就需要系统分析泛珠三角区域合作政策文本。本文收集了2004-2014年十年间233项泛珠三角区域合作政策文本,按照文本形式、政策年度、合作主体、合作领域、政策工具5个维度进行分析。研究发现,各子区域优先发展领域各异;各子区域在合作进程以及政策工具的使用上存在非均衡性,而这保证了各子区域能够同步实现产业转移及产业结构升级;区域合作尚未从根本上弥补行政鸿沟,纠正政绩竞争思想;政府应有效加强契约式经济工具的使用及政策工具的实施力度。

It has been more than ten years since the pan pearl fiver delta regional governments began to cooperate. In practice, the regional governments are regarded as the decision makers of regional integration, affecting the process of regional integration by signing various regional cooperation agreements. Therefore, we need to ana- lyze these policy texts systematically in order to analyze the regional cooperation. This paper collected 233 poli- cy texts of the pan pearl river delta regional cooperation from the year 2004 to 2014, and analyzed the regional cooperation from five dimensions, which are text format, policy year, subject of cooperation, fields of coopera- tion and policy tools. The research demonstrated the following results. Different sub - regions have different pri- orities. Unbalanced growth in the process of cooperation as well as in the deployment of policy tools can promote to realize the synchronization of industrial transfer and industrial structure upgrading. Regional cooperation has either fundamentally made up the administrative gap, or corrected the achievement competition thought. Efforts need to be made by government to effectivelv imnlement the contractual economic tools.
