公共政策主体是公共政策的关键要素,政策主体的价值取向直接影响政策质量。目前公共政策过程中更加重视价值理性的回归,重视工具理性与价值理性相结合,但政策主体仍存在诸如功利主义价值理念、＂理性经济人＂思维,责任意识不足,道德品质不高,职业归属感匮乏等问题。因此,本文提出了营造和谐信任的伦理关系,树立公共利益价值导向,客观区分＂公共人＂、＂经济人＂、＂社会人＂,加强政策主体道德体系中的正义感建设,调和公务人员责任观念中的伦理冲突因素,以及构建以职业道德为核心的法律制度保障体系等伦理建设途径。
公共政策主體是公共政策的關鍵要素,政策主體的價值取嚮直接影響政策質量。目前公共政策過程中更加重視價值理性的迴歸,重視工具理性與價值理性相結閤,但政策主體仍存在諸如功利主義價值理唸、＂理性經濟人＂思維,責任意識不足,道德品質不高,職業歸屬感匱乏等問題。因此,本文提齣瞭營造和諧信任的倫理關繫,樹立公共利益價值導嚮,客觀區分＂公共人＂、＂經濟人＂、＂社會人＂,加彊政策主體道德體繫中的正義感建設,調和公務人員責任觀唸中的倫理遲突因素,以及構建以職業道德為覈心的法律製度保障體繫等倫理建設途徑。

The subject of public policy is a key element of public policy, and the value orientation of policy subject direct- ly affects the quality of the policy. Currently more attention about the returning of value rationality were paid in public policy process, as the same as the combination of instrumental rationality and value rationality. But man- y problems still exist in the subject of public policy like utilitarian values, ＂rational economic man＂ thinking, lacking of responsibility, no high moral character, lack of professional sense of belonging and other issues. Therefore ethics construction approaches of policy subject are proposed in this paper： creating ethical relation- ship of harmonious and trusted, establishing a value - oriented public interest, distinguishing between ＂public person＂ and ＂economic man＂ and ＂social person＂, strengthening the construction of justice in the moral sys- tem of the policy subject, reconciling ethic conflict factors in the notion of responsibility of the public service, and building the legal system based on professional ethics.
