배경교육 인증제도 가지속발전

环境教育深化发展需要完善制度建设,认证制度具有导向和协调作用.通过整合协调、形成环境教育发展合力,实现环境教育可持续发展战略。美国、台湾等一些国家或地区率先以法律形式确立了认证制度,对环境教育发展进行规范和保障。我国应逐步建立和推行环境教育认证制度.并最终以国家或地方立法的形式确认下来。认证制度建设的主要内容包括:环境教育人员认证、环境教育机构认证和环境教育场所认证。认证制度具有对环境教育质量保证和改进的功能.推动环境教育向专业化、高水平方向发展;也有效激活环境教育运作机制,依靠制定环境教育准入标准、吸纳多方力量参与环境教育。促成环境教育市场的形成。

The development of environmental education is one of the most effective tools for system construction. The certification system has the guiding and coordinating effect, and through integrated coordination, it can form the development of environment education together, realize the sustainable development strategy of environmental education. Some countries or regions such as the United States, Taiwan took the lead in establishing the certification system in the form of law, in order to regulate and guarantee the well development of environmental education. Thus, in China,we should gradually establish and carry out environmental education certification system, and finally confirm this system in the form of national or local legislation. The main focuses of the certification system include: environmental education personnel certification, environmental certification and certification of environmental education places and institutions. It has the function of education quality assurance and improvement to the environment, to promote the environmental education develop in the direction of specialization and high level. At the same time, certification system can activate the environmental education mechanism. By setting environmental education, the environment education access it can contribute to diversity transferred standards, absorbing force to participate in in the formation of education mechanism.
