“协商一致”原则以及“一揽子协定”原则贯穿了WTO从谈判到创立再到当前多哈回合谈判的整个发展历史，并被视为WTO“成员驱动”的体现和支撑。但WTO的实践表明，这两项决策原则的运转建立在WTO内部势力失衡的基础之上，且其制度目标无法在实践中实现。相反，在发展中国家崛起的当下，这两项决策原则的现实基础被打破，已成为阻碍WTO发展的重要因素。WTO要成为国际贸易治理核心，对这两项决策原则的改革势在必行。但这一改革应通过渐进方式进行，既有利于争取各成员的支持，也能在改革的发展和僵局中取得平衡。

The WTO has been upholding the principles of consensus and single undertaking in its decision-making process since its birth. These two principles are regarded as the critical support of the WTO as a member-driven organization. The practice of the WTO, however, indicates that the function of them rely on the power asymmetry within the WTO so that the objectives of them cannot be achieved in reality. On the contrast, these two principles has become the obstacle of the development of the WTO due to the rising of the developing countries. The WTO should undertake a reform of this issue in a progressive way that can gain the support of the majority and avoid the disadvantages of the radical approach.
