运用文献资料法针对前苏联时期、叶利钦时期的体育发展问题进行归纳、总结,从历史必然性与客观现实性两个维度来诠释俄罗斯体育复兴计划的提出背景。结合复兴计划中的三大政策,归纳其在竞技体育、大众体育、学校体育、体育产业几大方面的特点,并根据俄罗斯基本国情对复兴计划施行的影响因素进行分析,认为俄罗斯体育计划将在一定程度上促进俄罗斯体育的发展,其对我国的体育发展具有启示作用。

This paper sorted out and summed up the issues of sports development during the Soviet Union and Yeltsin time by the method of literature to interpret the background of Russian sports revival plan from two dimensions of historical inevitability and objective reality. We summarized the characteristics of three policies in the revival plan from several main aspects such as competitive sports,mass sports,school sports and sports industry,and analyzed the influencing factors of implementation of the revival plan in accordance with Russian basic national conditions. Based on the above it was concluded that Russian sports revival plan promoted the development of Russian sports to some extent,which gave the enlightenment to Chinese sports development.
