我国社会管理传统理念强调公权力的干预,政府部门在城市管理过程中利用大量协管员狠抓严管,协管员在身份定位、职责权限和监督管理等方面存在诸多问题,导致社会热点事件时有发生。强化政府服务理念,推动公民自主意识,充分发动民众参与到城市管理中来,激活市民组织,完善监督管理制度,认真贯彻落实民主法治精神,应当成为破解城市管理困局的方法和未来发展方向。

The traditional concept of social management in our country emphasizes the public power intervention, governmentdepartments in the city management use a large number of assistants to pay close attention to the strict management, and as-sistants have many problems in identity, responsibilities and supervision and management etc., which leads to social hot is-sues. It is the way to solve city management predicament and the future＇s development direction to strengthen the notion ofservice, promote the citizen＇s consciousness of independence, fully arouse the people to participate in the city management,ac-tivate civic organizations, improve supervision system,and conscientiously implement the spirit of democracy and rule of law.
