2011年ECFA正式实施,两岸产业合作进入新的阶段。海西经济区对台产业对接的规模也不断扩大,产业对接领域正由以制造业为主向以服务业为主转变。但海西经济区对台产业对接仍存在农业合作停滞不前、制造业领域对接层次亟待提升、服务业合作局限于传统服务业等问题。未来,应通过改善投资软环境、构建产业资源共享机制、产业对接的协商机制和创新机制等来进一步深化海西经济区与台湾地区在精致农业、先进制造业和现代服务业的深度对接。

2011년ECFA정식실시,량안산업합작진입신적계단。해서경제구대태산업대접적규모야불단확대,산업대접영역정유이제조업위주향이복무업위주전변。단해서경제구대태산업대접잉존재농업합작정체불전、제조업영역대접층차극대제승、복무업합작국한우전통복무업등문제。미래,응통과개선투자연배경、구건산업자원공향궤제、산업대접적협상궤제화창신궤제등래진일보심화해서경제구여태만지구재정치농업、선진제조업화현대복무업적심도대접。
ECFA was formally implemented in 2011 and since then the cross-strait industry cooperation has entered a new stage. The scale of industry connection with Taiwan in Western Taiwan Straits Economic Zone expands unceasingly and the connection is converting from manufacturing to services. However, problems still exist in the industrial connection such as no progress in the agricultural cooperation, low level in the manufacturing connection and the limitation in the traditional service. In the future, measures should be taken by improving investment soft environment, constructing industry resource sharing system, industrial consultation mechanism and innovation mechanism to promote the in-depth industry connection in agriculture, advanced manufacturing and modem service industry between the Western Taiwan Straits Economic Zone and Taiwan.
