新丝绸之路经济带是中国经济发展新阶段国际战略的重要战略构想，这一构想形成了丝绸之路经济带建设的国家意愿。丝绸之路经济带国家意愿的基本逻辑是：外交是目标，多边政治关系是核心，欧亚区域经济一体化是平台，文化是民心相通的导向。围绕这一意愿，现实的策略选择是构建周边外交战略，维护国家主权、安全和发展利益。构建区域一体化的经济格局，推进我国和周边国家的经济贸易合作。构建全方位的开放格局，扩大向西开放，完善全方位的地缘政治合作格局。把历史性与现实性融为一体，促进丝绸之路经济带沿线文化教育交流。依据丝绸之路经济带建设的国家意愿和现实选择，丝绸之路经济带建设的关键问题在于：建立丝绸之路经济带的合作机制，加快西部内陆型改革开放新高地建设，以丝路国家人才培养为核心促进“民心相通”战略，加强丝绸之路经济带资源、环境、能源、经济社会发展的信息系统建设，开启丝绸之路经济带的互联网时代。
